WEST PLAINS, MO – The West Plains Council on the Arts (WPCA) and Ozarks Small Enterprise Incubator (OzSBI) have partnered to carry quarterly artwork shows to the incubator. Native photographer Melissa Wharton’s works can be featured inside OzSBI’s first flooring December 30 by way of the top of March 2023.
